Why Replace Your Grass in 2025?

With Lake Mead levels declining, SNWA is urging residents to “get cash to replace useless grass” and reduce water waste across the Las Vegas Valley.

Nonfunctional turf will soon be banned. By 2027, Nevada law requires the removal of decorative grass in commercial, multifamily, and HOA-managed areas. The rebate program gives you a chance to get paid before it becomes mandatory.

Rebate funds are limited. Some categories, especially commercial projects, are capped at areas up to 2,500 square feet per fiscal year. Waiting too long could mean missing out.

Conversions save water and pay you back. Replacing just 1,000 square feet of lawn can save over 55,000 gallons of water annually and earn you up to $5,000 in rebate checks issued to property owners.

Who Qualifies for the SNWA Rebate?

The program is open to:

All must be in the SNWA service area (Las Vegas, Henderson, North Las Vegas, Boulder City, etc.) and connected to SNWA-member utilities.

What Counts as an Eligible Conversion Area?

The SNWA requires you to meet specific landscaping standards:

50% Living Plant Coverage. At maturity, at least half of the conversion area must be covered in living vegetation (trees, shrubs, or groundcover) from the SNWA-approved plant list.

Drip Irrigation Systems. Your landscape must feature drip irrigation with filters and low-flow emitters to encourage deep root watering and minimal waste.

Permeable Groundcover or Turf. Convert your lawn with permeable materials – such as mulch, decorative rock, or water-smart synthetic turf. Solid surfaces like plastic sheeting or concrete are not allowed.

Artificial Turf Option. Yes, SNWA allows rebate-eligible artificial turf projects if they are permeable and paired with drip irrigation and plant coverage. Big Bully Turf’s products meet or exceed these standards.

What You’ll Need to Do

  1. Check eligibility and review the plant list
  2. Schedule a pre-conversion site inspection
  3. Remove grass, install drip irrigation, plant or mulch per rules, and install turf if desired
  4. Schedule a post-conversion inspection
  5. Sign the restrictive covenant and grant of conservation easement
  6. Receive rebate check, mailed to the property owner—checks are issued to property owners only
